SURIA for DEVELOPER is a renewable energy programme which offers opportunity exclusively to the Malaysian property developers to be involved in total sustainable housing development via the use of Building Integrated Photovoltaic (BIPV) to generate clean electricity from solar energy.
This programme is part of the SURIA 1000, a national programme administered by the Malaysia Building Integrated Photovoltaic (MBIPV) Project funded by the Government of Malaysia with support from United Nations Development Programme (UNDP), Global Environment Facility (GEF), Suruhanjaya Tenaga and the private sector. The programme targets a total BIPV capacity of up to 340 kWp with the vision of creating a solar township in Malaysia.
The application is opened for participation from 16 July 2007 to 31 January 2008. The best proposal(s) will receive an attractive financial award and other support from MBIPV including earning accolades from the building industry and real estate bodies. The programme is applicable to all existing and new development projects.

1. General information:
- Up to 340 kWp capacity will be offered under the “SURIA for Developer” Programme.
- Application is opened (exclusively to property developers) for participation from 16 July 2007 until 31 January 2008.
- The applicant must work with a PV Consortium (consists of at least a local PV Service Provider and an International PV system integrator) for submission of proposal.
- Financial incentives of RM 3,000,000 for the targeted solar Building Integrated PV (BIPV) capacity of 340kWp.
- Applicable to any site in Malaysia.
- Only for BIPV (integrated or retrofitted) grid-connected applications.
- Technical advice/assistance from MBIPV project as appropriate.
- Assistance from MBIPV project for TNB interconnection on net metering basis.
- Support of MBIPV Project for selected promotion and marketing activities of the BIPV systems.
2. Selected/approved BIPV project(s) must fulfill the following requirements:
The development can be either landed or non-landed property.
i. Landed property: Each house in the allocated parcel has to incorporate a minimum of 4kWp and a maximum 10 kWp BIPV system, subject to a minimum total of 100 kWp per development.
ii. Non-landed property: To incorporate BIPV system as a prominent feature covering a total area of 750m sq. (crystalline PV) or 1,500 m sq. (thin film PV).
- The system shall be BIPV (integrated or retrofitted)
- Design and installation of the BIPV systems shall comply to MS 1837: 2005 (installation of grid-connected photovoltaic system).
- The installation shall be carried out by the PV Consortium.
- The BIPV systems must be fully installed and commissioned within 36 months from the project approval date (further extension only for reason accepted by and at the discretion of MBIPV Project).
- The approved BIPV systems must be installed at the indicated location as stated in the application form.
- MBIPV Project shall be informed if the BIPV system is to be altered, substituted or removed within three (3) year period from the system commissioning date.
- The BIPV system owner/operator shall cooperate with the PV Monitoring Centre for the performance monitoring programme for a minimum period of three (3) year from the system commissioning date.
- MBIPV Project is allowed to publicize the BIPV installation without infringing the privacy of the owner/operator.
- The BIPV system owner/operator is expected to assist such further undertakings and covenants as required by MBIPV Project for the smooth implementation of the SURIA for Developer programme, without infringing their rights.
HOW DO I PARTICIPATE IN THIS?
Step 1: Download Application form & guidelines. The Applicant should read thoroughly this form including the Pre-condition Qualifications for Application, General Terms & Conditions, Guidelines for Application (Annex 1) and Procedure for Application (Annex 2).
Step 2: The Applicant must contact and work with a PV Consortium for the Building Integrated PV (BIPV) system.
Step 3: The Applicant has to submit the required documents and complete the attached application form for PART A-GENERAL and PART B-Project Proposal.
Step 4: Two copies of the completed application marked ‘ORIGINAL’ and ‘COPY’ must be submitted not later than 31st January 2008 before 5.00 pm.
